Brick Wall - Andrews in Bulcamp (Blything Union) Workhouse

I have met a brick wall trying to find the father of my Great-Great Grandfather
My Great-Great Maternal Grandfather was born in Bulcamp Workhouse (Blything Union, Suffolk) on 12th January 1824 to a single Mum Lucy ANDREWS aged 15. This was obtained from the workhouse Admission and Discharge Register held in the Ipswich Records Office

Resolution passed on 21 April 1837 at the Bulchamp Workhouse regarding the placing of children, inmates of the workhouse and fit for servitude, together with drafts of Forms A, B and C. 2. List of children in the workhouse of a proper age to be bound out. Name; age; how long in workhouse; whether its parents are alive or dead or which is alive; if either of them are alive what circumstances prevent him or her exercising his or her natural guardianship of the child;  “Henry Andrews, aged 12½,  illegitimate, both alive, mother in the house putative father pay according to orders of affiliation”  - any clues of where highlighted fact may be recorded? Also does anyone know of how to trace bastardy records for Sibton & Bulcamp?

Also prior to coming to Bulcamp Workhouse for the birth of Henry, Lucy came into the workhouse when Lucy was about 2 with her Mum, Elizabeth Andrews for the birth of her brother William as below:

I have also been able to trace the Poor Law Records for Sibton Parish at the Ipswich Records Office. On the 5th February 1810 it states that Elizabeth MAYHEW and her daughter were sent to Blything Union Workhouse (there were no other admissions to the workhouse on that date). Why would Elizabeth's surname be different here (MAYHEW) when all other records call her ANDREWS?  I have been unable to trace Elizabeth's husband or her marriage using parish records from the Suffolk Family History Society. 

Any clues would be much appreciated.

There is a tree online showing Joseph Parker marrying Lucy Andrews 14/8/1827. She had another child in the workhouse after Henry, so maybe Joseph was the father of both these children. Maybe worth trying to follow it up. Joseph was from Southwold, Suffolk.

Have you checked with the records office whether they have any bastardy records for that period
