If that birth record I found is the correct Ellen then this looks to be her parents marriage

Marriages Dec 1889
Lee    Charles        Barnstaple    5b   941
VENN    Ellen Louisa        Barnstaple    5b   941

1901 census shows the family living here 4, Georges Row, Dynas Powis, St Andrew, Cardiff, Glamorganshire

Registration district   Cardiff
Archive reference   RG13
Piece number   4996
Folio   49
Page   5

This is speculation, may not be the right family.

England: Devon, London, New Zealand
Holdway: Wiltshire
Hooper: Bristol, Somerset
Knowling: Devon, London
Southcott: Devon, China

The 1911 census for this family does not include daughter Ellen

18 Charlotte St Cogan Penarth, Penarth, Glamorganshire

Registration district   Cardiff
Registration district number   588
Sub-district   Penarth
Sub-district number   5
Enumeration district number   9
Series   RG14
Piece number   32174
Schedule   61

Looks like mother Ellen died in 1903

Deaths Dec 1903
Lee    Ellen Louisa    42    Cardiff    11a   242

Possibly why the daughter Ellen ended up in the workhouse in 1911?

Many thanks for all this information......From what I already know this information youve presented is spot on, absolutley correct.....Both Charles Lee and Ellen VENN (whose name incidentley I hadnt previously discovered) were both from Barnstaple as indicated.......I guess the next step then would be to see what WORKHOUSE records are available at Glamorgan Records Office?......would they determine when the mother entered and left and whether the baby was born there which I guess it must have been as there is no indication as to who the father was? I really appreciate everybodys help on this and what youve already discovered..........Many thanks

I would suggest that you contact Glamorgan Archives

https://glamarchives.gov.uk/

There is a contact button at the top of the page.  You can either fill in the form or send them an email.  No idea how long it would take for anyone to contact you.
