Have you got the marriage certificate?  That would give the names of father's which would be a start.

I can't find a birth registration in Sunderland for William, the closest for being born June 1894 is

However their marriage registration
Dec 1949   Elliott    William    Neale    Sunderland    1a   2147 which enables you to get their marriage certificate and that will give both of their fathers names and that will make it easier to be able to find them both on census

Had a look in the papers and Ralph H. T. Neale was granted a decree nisi in November 1931, Ralph was  living at 26 Burleigh Street, Sunderland. May I tactfully add, Mrs Neale had met a Mr. Elliott.

Given they didn't immediately marry, I suspect William was already married and not able to divorce. 1939 seems to support that suggestion
