James Downey might be in Bolton, Lancashire in 1939.

A marriage there in 1924? :-\

Following the Bolton connection there is a Margaret A Downey marrying a Richard
Morley there in 1919 also at Bolton RO.
3 daughters followed 1920-23.
Not seeing them in 1939.
Can't see a marriage for Margaret in Ireland.

If this is the correct James then this is the death of his grandmother Maria Hughes in 1912 at Ballybrooney. Her son Michael was the informant.

.... and Bridget Hughes has a father Thomas on her marriage record. This is likely his death in 1899 at Ballybroony. His widow Maria was the informant, and his occupation smith.

James was a Driver in the ASC no. TS/7042.

Alice emigrated to the USA in 1924.

I just saw a published tree which has Bridget Downey death before 1911 but no supporting records.

The two marriages in Bolton might show whether father is deceased. Unfortunately there seems to be no sign of the parents after 1901.
