One more thought: some Singapore newspapers are on line, can't remember where but possibly Singapore national library or archives, might be worth a shot; I've had some success in the past

Thank you so much for these additional helpful posts.
I think I had better contact the CWGC about this if they have commemorated other civilians in Borneo.

Perhaps Arthur has slipped their notice. :-\  I am of the opinion that this must be put right.  It sounds like his life was likely cut short attributable to the war situation and he at least deserves to be noted and remembered.

I have checked the Singapore NLB newspaper archives but didn't find anything of significance.

There was a Mr and Mrs A W Anderson playing tennis at the Singapore Cricket Club in 1939, may or may not be him:

Thanks for looking for more Shaun.  It may well be him.
Goodness knows what he may have gone through as an internee.  It is so sad that things ended at 30 for him. :'(

Massacred likely and only an electrical engineer!  Poor man!  What a horrible fate all these people must have suffered. :'(

I tend to feel this will be him and I will be drawing all this to the attention of the CWGC for consideration when I write to them.

There's a private tree on Ancestry which has a document "The facts surrounding Arthur's death " - perhaps contact the tree owner?

Good idea but I can't contact the owner I only have a free tree up when I got my dna tested and am not a member. 
I have contacted North East War Memorials Project about this man and hopefully he might get added to this site when this updates.
I thank you all so much for your help.  I am strongly of the opinion that we must find out about war related people and remember them.  It is the least we can do.
Thanks to you I think this man may now not be forgotten. :)
