Captain in 1945

Having had no success under Military WWII, I was wondering if readers here will be able to help.
Attached are snippets of a Captain's uniform which I think are probably associated with USA forces. Are they recognisable? Thanks for any help. Toby.

US insignia are chevrons, point up since 1902.

Looks like U.S. Merchant Navy Insignia

I know nothing about this subject, but google says the anchor signifies a deck/navigation captain.
