Initials after house or property name

I'm trying to find out which property in the very small ( 14 houses !) hamlet of Wooperton, Northumbrland, near Alnwick.belonged to the Burdon family.   Various websites and gazetteers list the name of the person i'm looking for but not the actually property and they have the entry :
Augustus Edward Burdon, Hartford Hall, R.S..O  and Wooperton, R.S.O.
The period covered would be around 1880-1920.
What does R.S.O stand for, please?

What does R.S.O stand for, please?

Are you sure it does not say RSD - Rural Sanitary District

Probate entry - died 29 December 1908 - gives his address as Hartford Hall, Bedlington.
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.

What are the lists?   Electors?  Property owners?    What?

Census 1891   has 14 households at Wooperton Northumberland.  Four families associated with the railway  (search..... Henry HALLAMBY), Wooperton Lodge, Wooperton Cottage....accounts for the households.
