It is written :

Marguerite Phillipart (22)= the mother
Pierre Joseph Phillipart (56)= the father

The last line written by hand = ont les pere et temoins ( signé) = the father and witnesses signed
Witnesses = Charles Jean Baptiste ( 36... ) and Charles François (62...)

BUT  geneanet gives :
https://gw.geneanet.org/phildelasalle?lang=en&n=philippart&oc=&p=marie+marguerite

It says the father's unknown (on the marriage certificate , I guess)  so the registrar of the birth certificate you posted here made a mistake and should have written :Grandfather and witnesses signed .

Absolutely ( have a look on geneanet) and she was the mother of Marie Marguerite

Added: I mean she was the daughter of Pierre Joseph Philippart and Jeanne Marie Jacob and the mother of Marie Marguerite born 1852

See jblaise's tree on geneanet  .
Be careful to write Philippart ( 1 L ,2 Ps) Marie Marguerite  , place Florenville
Click on the 3d answer : Philippart Marguerite  1827 , you'll get your Marguerite daughter of Pierre Joseph anf Jeanne  Marie Jacob
 At the bottom of the page you can choose your language , if you click on the names of the parents you will get their parents on so on .

That's not correct. The declaration was made by Pierre-Joseph Philippart, but it says that "lequel nous a déclaré un enfant naturel du sexe féminin née aujourd'hui", so who declared a natural (i.e. illegitimate) female child born today, and the mother is Marguérite Philippart. So there is no father.

There seems to be a death record for Marguerite Philippart " Louis Joseph Jacob" Florenville on geneanet. May I ask for details and if there is a death certificate attached. Regards
