I think you may be right. I only got the certificate because I found my great uncle (Shiel) marrying a girl called Shiell, then I see they both gave the same address as residence at the time of marriage, but I suppose it could be lodgings if they were both working in the ordnance factory in Newcastle upon Tyne, just as my grandmother and grandfather were.
