It's possible that the birth was registered but was omitted from the index sent to the GRO.

Interesting. It would be nice to know the connection - assuming there is one - between the Burchatts and Raggatts.

It was down to the registrar to collect the information in those days, perhaps that is why it was missed.

Registration was compulsory. The difference that was made by the 1874 Act was that by that Act the onus was put on the parents or the person registering the birth. Prior to that the onus was on the registrar to get the information.
