Can anyone explain what the initial stand for, please.

SOS (struck off strength) on posting to Draft R.T.S.M.V.

this is dated 3/12/1945 just prior to going to CMF (Italy) for 4 months

"Draft" may refer to Naval. Sailors are "drafted" rather than "posted".
RTS may refer to "Readiness to Serve", "Return to Service" and if Australian "Raise, Train and Sustain".

CMF is probably Central Mediterranean Forces. Also, R.T.S.M.V. might be the serial number for that particular draft.

RTSMV is just a draft recognition code - it means he would be sent on a certain troopship on a certain day. Everyone and everything on that voyage would have that code. Like a boarding pass.
