As adoption in Scotland only became legal in 1930 would I be correct in saying prior to that adoption was arranged either by the church or family members.

I am trying to ascertain how Sarah/Helen got to Clackmannanshire from Ayr

Does anyone know of orphanages in Scotland around this time?

Clackmannanshire is in Scotland.

The most likely scenario, assuming that it was not a private arrangement, is that the parochial board of the parish where the child was born boarded the child out with a suitable family, who were not necessarily in the same parish or even county.

If so, the place to look is the records of the parochial board, if they have survived.

Start with the Ayrshire Archives http://www.ayrshirearchives.org.uk/ who should know if the relevant records have survived and if so where they are.
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.

1911 Jane GOUDIE age 20 - ref 597/ 20/ 21 Kilmarnock/Ayr

These entries on SP 1911 census have the same reference. Have you viewed and discounted?

The 1911 census posted by Monica is the only one close to Jane & Sarah. There are 11 people in the residence headed by David Goudie 49 & Mary T Goudie 47, could they be relatives of Jane?

I have checked the census and Sarah is recorded as a daughter of David and Mary.
I have not found a family connection yet
