Certificate of inhabitant..

    I was chasing out a BP in the parish of E Horsley 25 Sept 1709 , the record shows 
    the childs name and father, but no mother recorded par for course there, but further
    on it records...Certificate of Inhabitant, I have never come across this before, the best
    image if wanted to se is with Findmypast, the childs name is Mary Simons and the
    father is Henry, interested to no what this means please.....mick

It's not 'Certificate of Inhabitant', but ... a Certificate Inhabitant.

It shows that Henry Simons was not legally settled in the parish of East Horsley but held a settlement certificate from his own parish (which is not identified here).

That certificate would act as a guarantee that if Henry could not pay his way and needed poor relief, his own parish would support him, rather than the costs falling on the host parish (East Horsley).

There’s an example here from Surrey, though a bit later than yours.
