I am only posting this so other readers know
there was a John Milligan born 1882 ALSO in Poulton Cum Seacombe
as you can see different parents - so it may cause confusion on census returns

Hi,

I have found an entry on Ancestry in Liverpool Crew List for a ship Alcinous in 1902/3 and a crew member J William Milligan aged 19 born Birkenhead in 1884. If he went to sea perhaps the death you found in 1917 could be relevant? Maybe he became a sailor as I cannot see him with his family in the 1911 census.

It also seems possible that his parents may have separated with father Robert appearing to be living apart from his wife Margaret.

Alan
