Maybe this is it. Go back to 1841
Harriet Evans is living with Thomas Jarrett

Harriet Frowen had married Steven Evans 1833, Steven gets himself transported to Australia 1833.

The children, *Susan 4, Harriett 2 and William 4 months (1841) are probably children of Thomas Jarrett and Harriet Evans nee Frowen.

1851 census we know he is visiting with Harriet's mother Mary Marshall nee Frowen.

1861 Thomas Jarrett is in Whitchuch age 67

1871 census he is back in English Bicknor listed as father in law age 78 pauper /fisherman to Richard Addis who married *Susan Evans 1857 (note she gives her father's name as Thomas Evans) she fibbed.

Thomas Jarrett died 1877 age 84 registered Monmouth.

1881 Census of Richard Addis and wife Susan with them is Harriet Evans mother in law age 67.
This would be Harriet who was Harriet Frowen married Steven Evans but had children with Thomas Jarrett who were registered as Evans.

ADDED
Baptism of Susannah Evans born 18 March 1837 bap 4 June 1837 has a notation against the mother's name.
Harriet wife of Steven Evans transported for life 1833 at English Bicknor address is Coldwell.
