Name in 1871 census - help needed

Hello
I'd be very grateful for help with the surname of Elizabeth aged 86 in the 1871 census at 36 SouthHill Road, Toxteth Park, Liverpool.
Ancestry and FindMyPast have transcribed her surname as Sapper but I can find no other records of a Sapper. 
Any ideas? I've managed to work out the other names, which were also incorrect. Elizabeth is living with Helsbys, Dodds, and Seddons.

Also wondered about SAFFER. A mis-spelling of SAPHIER.

1881 Census Elizabeth Copper Lodger 96 Unm Annuitant born Liverpool

1861 in Cheshire born c 1787 Lpool, Lancashire, Head, Unm

1851 possibly as Cooper age 65 Unm, Living with her Brother Thomas and Family

Thomas appears to be Thomas Oldfield Cooper :-\
