Its difficult to check other addresses - well not difficult - just a bit expensive to look at various addresses at the moment!

But on the actual page that I have paid for it just includes the Pub Landlord, his family (wife & 2 children) and a servant.

Looking at the number of rooms they are occupying, it looks like it might be 1.  Although it has been slightly defaced by the enumerator

I will try to analyse some other addresses if I can do it without paying!

The house had 12 rooms per the 1911. I read it as 12 in 1921 too.

Bit frustrating - as far as I can see, the ERs for Hastings only go up to 1915 on FindMyPast.
