Charlotte Hetty Pullen was Charlotte Hetty Clow in 1921, so she could not have been the person given as Charlotte Kelly Timson in 1921. She only became a Timson in 1938.

I do not see an entry for Charlotte Hetty Clow in the 1921 census index??

If there are children on the 1921 I would look for their births. Check on freebmd for those.
 
Mr Clow  spent a lot of time in prison for assaulting young girls. He also married again in 1953.

 There are trees on Ancestry that have followed both marriages but we know there can be mistakes sometimes that are copied.

 The marriage certs would also prove one way or another.

Charlotte and husband Stewart Clow had a son Stewart William Clow born 1914 - in 1921 he is shown as adopted son to a couple named Tucker.   Next was a daughter Hilda May Clow born 1915, died 1916.

Then there was a Frederick Walter Clow born 1917, mmn Pullen, but in 1921 he is with Charlotte (now calling herself Timson) as Timson not Clow.   With same christian names as her supposed 'husband' in 1921 I suspect that Fdk.Walter Clow was actually the son of Fdk.Walter Timson.   Indeed he is Timson the rest of his life, died 1980.   Then there was Emily Elizabeth born 1920 but registered as Timson.

I don't know what more we can say to convince you.   She had other children named Timson with Frederick Walter long before they finally married in 1938.   The 1921 census entry which shows her name as Charlotte Kelly Timson is a mistranscription.   Original page clearly shows it is Charlotte Hetty Timson.
