Where and when was he born (as per 1901 census)? Sorry, my laptop just doesn't want to cooperate with anything today.  ::)

My earlier link takes you to Monaghan Asylum in Mullaghmatt townland, and there he’s shown as 65 years of age, RC, married, born in Co Kildare & police pensioner. About half way down the list of inmates. The man in the 1911 link looks suspiciously like him, but obviously has Cavan as place of birth.

If it helps at all, RIC officers never normally served in counties where they or their wives had connections. So if born in Kildare or Cavan, he shouldn't normally have served there.

Native of Kildare. 5 foot 7 1/4 inch.
Aged 20 on joining 15 Nov 1853. Married a Leitrim woman 23 Jan 1867.
Recommended by Lt. Col. Roberts. (cannot read his first name - looks like Hramer).
Assigned to Sligo 26 April 1854; Reserve 20 Nov 1854; Fermanagh 7 Feb 1858; Cavan 1 March 1860. Promoted to 1st Sub Constable 1 June 1854; Acting Constable 1 Nov 1868; Reduced to 1st Sub Constable 10 Oct 1874.
3 favourable reports, 3 unfavourable.
Pensioned 20 Jan 1880.
Pension paid in Swanlinbar.

Note in pension record: From 1st January 1898, pension to be paid to wife, Mrs. Anne Ryan. Back payment to be supported by certif. of RMS Monaghan Asylum stating that pens. is alive and insane.

Died 2nd February 1913. Last payment to P. Ryan for funeral expenses and to Thomas P. Conlon, RMS, Monaghan and Cavan Asylum for maintenance.
