I have found Thomas and Catherine Maguire in 1861, 1881, but no Thomas on 1891
Not sure about the 1861 census when they are in Hornsea, but his occupation - corn ripple maker, Sieve Maker seem to tally

There are various baptisms in the RC Church Scarborough which are almost certainly correct, although Raftree is spelt in various ways.
The first child was born 5 months before they were married which was on 21/06/1861
Catherine Maguire 1/01/1861 but was not baptised until 15 Dec 1861 after her parents married
Mary Maguire 27/11/1862
Margaret Maguire 04/05/1864
William Maguire 06/11/1865 who was baptised at St Hilda’s Whitby and the mother’s name looks like Raftrats
Jane Maguire 04/01/1869
Mary Maguire 08/09/1871
John Maguire 28/11/1884
Catherine Maguire 29/09/1887

Not sure about Ishmael who was baptised on 23 Feb 1874 at Ampleforth Abbey but he is on the 1891 census with Catherine
as is Ellen born abt 1879
Thomas born abt 1881
There is also a John born in 1886 age 5
Catherine born in 1887 and verified on her baptism is also on the 1891 census

Not sure where Thomas is after the birth of Catherine in 1887 as no futher census records

So now a death for both Thomas and Catherine would be helpful

Pretty sure now that all the children are the products of the Raftree (Rafferty) Maguire marriage
Sometimes they are living with their cousins which is not very helpful!

Apparently on a 1911 Census (Ancestry) but not on Find My Past it says "police record"
Philip Maguire in 1911
1911 Census For England & Wales
Wath Hovingham, Yorkshire & Yorkshire (North Riding), England

Does anyone know what "police record" means - did the police record the information because they were the ennumerators or did the person have a criminal record?

Thanks for everyone's help

It is ‘Police Return’ -apparently a record of homeless people
