1918 Birth - Unable to find Birth Record

Hi can any one help, I am unable to find a birth Record for a William Andrews who is listed on the 1921 census age 2 yrs. with Father Jesse and mother Florence (formerly Pattenden) brother Frederick and brother Richard.
Frederick is my father in law we have his birth and death records, Born 1912  London, Richard we know of  was born 1916 in north Kensington and have a death record but again no Birth.
Strange how two members are hard to find.  I did see a William J Andrews born 1916  but showed registered St Olaves Bermondsy they lived in Notting Hill area West London.
My husband never heard of William so I can only assume that he died quite young.
Any guidance on where to look for birth records would be greatly appreciated.

The 1916 birth is correct-

This doesn't help with your search but probably explains the 1916 William J Andrews.
There is another Andrews/ Pattenden couple on the 1921 census in Bermondsey.
No William James with them but he could be elsewhere. All children mmn Pattenden, all but one born St Olave Bermondsey. They include George b 1920 so William James is likely theirs.
They are in Bermondsey in 1911 with some of the children and were married 1896 St Savior Southwark, James Andrews and Sarah Ann Pattenden.

Thank you so much for your reply.
I know that Frederick Andrews is correct as he was my husbands father.  William and Richard were both born in Kensington West London. Richard we know when and where he died. Didnt know of William until he appeared on the 1921 Census. 
I am really stumped as to why I cannot find birth registration for both of them.

This caught my eye too.  Sarah James Pattenden married James Andrews Q4 1896 St Saviour Southwark Reg District.  In 1939 Register Sarah is widowed, living at 23 Purbrook Street, Bermondsey, with Thomas born 24 Jun 1910 (and his wife), William J born 1 April 1916, and George born 12 Apr 1920.

So I think you can rule out the two St Olave births that aghadowey found.  I must admit I wouldn't have thought Pattenden was that common a name, but hey ho.

Would the births be registered under a different mother's maiden name.  For example was Florence previously married, or possibly were any of the births registered under the name Pattenden?

Just a thought I did not know of William until the 1921 census, so would not have looked for him on the 1939. I have Jesse, Florence and Richard all together on this but did not make a note of anyone else living there.
I am at the moment unable to see 1939 so would appreciate if anyone could do a lookup for me.
The Bermondsey link I feel is nothing to do with this family.
I will have a look and see if they are registered under the Pattenden surname.
I have researched the Pattenden and Andrews quite extensively just stuck on Richard and William.

The 1939 Register just has Richard and his parents. DOB for Richard for reference 27th July 1916.

Does it state 27th July 1916 on the census?  Still not coming up on FBMD.

Looking at the information below, it might be worth looking at the Electoral Registers to see if the family moved between Fredericks birth in 1912 and the address on the 1921 census would be a starting point.
