It would be extremely helpful if we could see more of the card, particularly the upper left corner. Given there are only two lines of entries, I'd hazard a guess that whoever it was received the British War and Victory Medals only.

What you have posted are the references to the volume and page number that he appears on in the associated regimental medal rolls.

Self explanatory -- Under 'Medal' the first line says 'Victory' and the next line down says 'British' so (like many other soldiers), your man received the Victory Medal and the British War Medal.

The other entry that you may need an explanation is the bottom left corner of the card -- he entered a 'theatre of war', i.e. France, sometime in March 1916.

Top right of the image that you have posted -- 'RGA' will stand for the Royal Garrison Artillery and to the right of RGA reads 'Capt' so it looks as though your man was a Captain. If you supply his full name or post an image of the top section of the card, you could well find that someone on the forum could give you further information.

The other bit of jargon under "remarks" are the identification voucher number in case they have
to be returned for adjustments. & the date they were issued, in this case Oct. 15th. 1921.

You may find this page on the Long Long Trail useful too in interpreting what is on the card.

https://www.longlongtrail.co.uk/soldiers/how-to-research-a-soldier/campaign-medal-records/how-to-interpret-a-campaign-medal-index-card/

I presume that we are still missing his surname, a quick look at the Army officers' service records at the National Archives produces 39 Royal Garrison Artillery officers with the forenames George Henry.
