Slight repair work needed, please

Ross H. Bennett [1901-1986], a lawyer from Portage, Wisconsin.  I think the photo must have been taken in the 1970s.  Just a basic cleanup, please.  If it's possible to bring out the text on the plaque, so much the better.

cleaned up but couldn't really improve the writing, others will do better, cheers, Ian

Thanks to all!  This is the best picture I have of him and he has been much improved.  I just couldn't make out 'perpetual refuge' and 'place of enjoyment for the people.'
