Victorian birth cert 1903 stamped CANCELLED

I have a  1903 birth cert for
Elizabeth  Myrtle  Sheean
Born -25 /7/1903
The Registry has stamped it cancelled .

Has anyone seen this before i have emailed the Reg  but it will be weeks they said before  i hear back  from them .

I have cropped it   down but it  still wont load   not sure why . 
.

Im afraid  thats  the     most it would load   that tiny cropped version ill try again

That typed note at the bottom seems to say, but I cannot quite read it, that it is cancelled pursuant to new registration no…….

Can you find the new registration?

I have the full   cert   in perfect condition it just wont post in one piece ,  just  trying to   getit to accept the last portion .

No im afraid  cant find the new Reg    and  i think it will be  until they tell me.
A  very unusual  situation         but wondered if anyone else had seen it .

It looks to me that the parents were not married and the father registered the birth by himself (certificates states not present) under mothers name.
It could be the couple were living as man and wife and had not even considered they were not married as being a block for the father registering the birth.

 ADDING. It was the child who was not present. This was not a requirement.

I confirm that Sue is absolutely correct,  the expression "not present" simply indicates that the baby whose birth is being registered was NOT in ATTENDANCE,  i.e. not present.
