I believe this could be Rosanna's birth cert:

as said before, without civil marriage cert it's difficult to confirm something however their second child (thomas/rosanna) was named Patrick and so was the father in this record.

In Meath. Do the later census entries for her agree, and also say Meath?
Note that the putative 1890 marriage for her is also in Meath.

Why not contact the church or the local registration office and see if they can check the  original civil registration register for that specific church - the relevant entry may have been omitted from the copy sent to the GRO?

Yes, 1911 census says her birthplace is Meath

That census entry says they were married 21 years - i.e. married ca. 1890. Which agrees exactly with the marriage I found.

I think it is looking likely to be yours.

The key thing is to have someone check the ORIGINAL register, NOT the GRO copy. The GRO only got a copy, not the original! (At least in the original system, within the last 20 years or so the original registers may also have been been shipped to the GRO??)

What may be one last comment on this:

It is interesting to note that the McDonnell/McDonald surname variation is explicitly present in the 1880 marriage registration for Thomas and Bridget Quinn.  His surname was originally given as McDonald, but was corrected to McDonnell. His father's surname was not corrected.
This lends some further support to the 1890 marriage of Thomas McDonald to Rose Lynch being his.
