Are British Army Barracks Included in 1901 Census?

They should be, but when I search on terms like "private", "soldier" and "sergeant", I don't seem to come up with any barracks.... I do come up with RIC sergeants, and retired soldiers, etc.

They appear to be listed under their (previous) occupation, rather than their army rank.
So, for example if you search in Dublin for a farmer or labourer born in England, you get results that include the Royal Barracks.

yes they are but are not so easy to find and people may be listed just by initials, see the below blog about the 1911. The locations there may aid finding the same barracks 1901.The Rank column is not transcribed whereas the occupations one is.
