It wasn't called a 'workhouse'  in 1939 - it was a Public Assistance Institution.

On Find My Past, in the Optional Keywords box, enter ...

Saint Thomas Public Assistance Institution Okehampton Road, Exeter

That will take you to 108 results.

How about in 1921 ,I assume it was a workhouse then ?
