Is this a military or band uniform

My uncle was born in Dublin about 1903 and we know little of his life. I recently acquired this photo and wonder if if is a military or band uniform. I think it was taken in Westland Row Dublin in the early 1930's. I never heard he was in the army at any time but, know he played the trombone in a fife and drum local band.

I'd say he was a bass drummer in an Irish Army marching band.
