Apologies in advance for a likely stupid question but can Pwllheli ever be described as being in Cardiganshire?

Difficulty tracking down an ancestor (one William Williams no less), said to be born in Pwllheli, Carnarvonshire in 1911 (when he's in Pontypridd, south Wales). Hoped the 1921 census would help, but that says Pwllheli, Cardiganshire ??? Wondering if he's referring to the wider area as covered by the registration district, rather than the town itself.

Sadly no further forward other than knowing he died in Cilfynydd, near Pontypridd, on 17 April 1964 as William, aka John, Williams, age recorded as 78.

Merionethshire is between the two counties.

Have you seen the original image of 1921. I had one and the place of birth was transcribed so badly it wasn't even worth a guess. I bought the original to be certain.

Yes I have the image, though it's not clearly Pwllheli. I assume it was filled in by the enumerator who couldn't spell Pwllheli. The Cardiganshire is clear though.

i couldn't find anything either, hence the assumption from the 1911 that it was meant to be Pwllheli
