 Going back to what Aghadowey said about 1901 census I found this:
Gaffikin St,St Georges Ward,Belfast
William John Pedlow 16 son Presbyterian born Down single
Amelia Pedlow 14 daughter Presbyterian born Down single
Mary Pedlow 52 widow Presbyterian born Down
Margret Pedlow visitor Quaker born Armagh single

If this is your William John birth is 6 May 1878 Belfast to William Pedlow & Mary Ann Ruddock. William is a labourer.

Parents marriage: 2nd Dromore Presbyterian church
28 May 1874
William Pedlow full age farmer of Drumlough father: William Pedlow farmer
Mary Ann Sarah Ruddock (age says d--- cannot read) of Growell?? father: John Ruddock mason

As to Amelia, the only birth I can find is for an Amelia born to Benjamin and Mary Killips in 1887 Lisburn.Her dad dies 1899. Maybe Mary,William's wife took her in? Unsure as cannot find her mom's death. As to Mary's husband William only close match is a William who died 12 Dec 1891.

The family you've highlighted doesn't fit, for this is the widow Mary (Killops) and children of Benjamin Pedlow.  This couple had children: Margaret  in 1879, George in 1880, Arthur in 1882, William in 1884 and Amelia in 1887.  Here you can see Amelia in 1911 with brother Arthur:
