This says "petitioner failed to prosecute", which I think means Robert didn't follow through with the procedure to get naturalized.

I found the UK marriage to Frances Evelyn Shattock, they were LiviNg together on the 1901 census, she died in 1903 , so Robert was a widower when he went back to America, why he didn't say who knows.

George Moffat March - Henrietta Caroline Dodd.

George appears on a few UK Royal Naval Register of Seamen.

Does middle name Moffat have any significance ?

Henrietta C March   38 Born Plymouth.

Henrietta was still in Plymouth in 1881.

Henrietta died 1914 Isle of Wight - volume 2b page 766

George died 1920 Isle Of Wight - volume 2b  page 605
