Must be the correct marriage as there are also birth details which would match the daughters of couple.

Checking electrol roll for area 1949 has:

39a Penrhiwceiber Road  - Montague Fine, Irene Fine (Monty Fine)

37a Penrhiwceiber Road  - William P Jones,  Margaret Jones

Added a to number usually denotes a flat or apartment of building

There are other years they can be found, on Anc, just add Penrhiwceiber.
