Making image shrink enough to post, please.

Sorry, I know I should be able to find this, and I even suspect someone's helped me with a similar situation, but I can't manage, after two days of trying, and it's makoing me feel so dim!
Help please - as non-technical as possible!

What I use, because it's fast and easy, is Microsoft Office.  Go to 'Edit Images' and click on 'Change Size.'  You can then enter the width and/or height that you want or reduce the image by  some percentage.  Save the reduced image under a new name.
Wiltshire:  Banks, Taylor
Somerset:  Duddridge, Richards, Barnard, Pillinger
Gloucestershire:  Barnard, Marsh, Crossman
Bristol:  Banks, Duddridge, Barnard
Down:  Ennis, McGee
Wicklow:  Chapman, Pepper
Wigtownshire:  Logan, Conning
Wisconsin:  Ennis, Chapman, Logan, Ware
Maine:  Ware, Mitchell, Tarr, Davis
