I'm pretty sure the Coggins family had a strong connection with Sheffield but I agree that the only likely birth registration is in Oxfordshire.

Yes, information I have suggests maternal grandparents were Herbert and Harriett Marshall and I would agree that the redacted person in their 1939 household could well be their grandson Robert.  It would fit what the family think about his early life and being educated in the north.
