It is on a gentleman’s suit jacket , he is aged around 17-20 years old so at a guess around ww2 time as he is was born in 1921

First thought …. Letters inside the oval perhaps?

Definitely looks like there is some sort of monogram in the middle.

 I suspect it is a Merchant Navy badge. Try googling 'Merchant Navy badge' and looking at the images there.

I think you're right! What I thought was a crown is ships' sails and the shape at the bottom is the knotted rope.
