Unfortunately there doesn't appear to be any parish register entries on-line for St Luke, Simonsbath.  I've tried FindMyPast, Ancestry, FS, FreeREG.  :'(
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.

It appears the church was built in about 1856, so the children you mention certainly could have been baptised there. The SHC catalogues the parish as Exmoor, but only has the marriage registers. https://somerset-cat.swheritage.org.uk/records/D/P/exm/2/1

If there are baptism records then most likely they are still kept in the parish. This is often the case with very small parishes, they are still using the book they started with (or in older parishes, that they started in 1813 when the regulations changed). You could try contacting the church. https://www.achurchnearyou.com/church/11296/

Perhaps the purchase of one of the birth certificates might help to solve the mystery.  £7.50 isn't too much to spend for a .pdf version, and would verify the birth parents.  :-\
