Identity of Group Help Please

I would like some help in identify this group of men please. Are they Bandsmen and would this be a Military exercise.

Navy, so not my area of expertise, but some first thoughts. The bandsmen at the rear are Royal Marines. The group at the front are possibly either Royal Naval Division or possibly naval cadets. I don't think they are regular Naval ratings.
