This looks like Thos Slater
Birth Date:   11 Sep 1804
Baptism Date:   16 Jun 1804
Baptism Place:   Plymouth, St Andrew, Devon

Mother:   Elizth Slater

However regarding his death I have just found the following 1871 transcribed census below, it is on Ancestry.

County/Island:   Middlesex
Country:   England
Street Address:   Belgrave Tavern

Thanks again .
Death certificate copy indicates William Slater died in the London Hospital , Whitechapel  aged 32 on 6th May 1863.

Does the death certificate detail his occupation, and who was the witness.

Looks like Frank is an Inman not a Slater - from 1881

Yes very sorry for the dud info. I  had a copy of an old photograph where he was referred to as Frank Slater.
