Adelaide Hospital record of admissions ? DBO?

We are trying to think what DBO might stand for in the column showing under what circumstances patients were admitted to Adelaide Hospital, South Australia, in 1888.

See attached snip -

Others in the column are Drs, police, emergency  etc.   My guess is some doctor on duty in emergency   . . . . .  but I bet one of you really knows the answer, and my guess is not correct.

Some of the older admissions have "By Authority of the Destitute Board" .....

"RO" might have been a predecessor and I believe that this could have been "Relieving Officer"

That link to the Destitute Board Office looks a strong possibility doesn't it.

Doctor by Observation also sounds a credible thought.
