Have you checked Familysearch? 

FindMyPast have some Welsh records but don't know period covered

There is a will (on Ancestry) for a Robert PHILLIPS of Llangorse, probate granted 1802, dated 1800. He names his son Robert, and his wife Margaret, as well as daughter Jane (wife of Walter PROSSER), and daughters Margaret and Mary.

Looks like his burial at Llangorse on 20 Sep 1800.

A possibility for your Robert's parents?

The Llangorse parish register is very difficult to read. This could be his baptism - 1777, though I can't make out the date. Robert, son of Robert and Margaret PHILLIPS (possibly).

Jane, daughter of Robert and Margaret PHIILLIPS is easier to read - 21 Apr 1774.

There is a report of his death in 1859 if you haven't seen it  (4th column, towards the bottom)
