I'm don't much about the issue of medals, but is it possible that he was in the Pay Corp after the medals were issued?

Medals were issued in the early 20's.
Had he transferred to the APC that's who's Roll he
would have appeared on instead of the Welch Regt'l. Roll.

Maybe a coincidence. It's not a big thing, just one of those loose ends you like to tie up.

Interestingly, I haven't found him, so far, in 1921, so maybe he was still serving in some capacity then.

In the 1921 census he's been transcribed as Hugh V Richardson
