I'd considered "reserved occupation".
In January 1918 the age of exemption for certain categories was lowered eg

"Armature transformer or other electrical winder -  Prev age of exemption - 25  New age - 23"

Trying to confirm the age of exemption when the Military Service Act was introduced Jan 1916.

My lack of finding a military record coupled with his occupation would have convinced me he had a reserved occupation it’s just the residence of Southsea on his marriage certificate makes me
Wonder?

Perhaps he was  exempt from military service for one reason or another but was working as a civilian at a military base.
