H.J.Silwood 13.12.1930 - died in Delhi

I'm hoping there's someone out there who firstly recognises the initials which precede the name on a family memorial stone here in the UK; viz- "C.O.M.S. H J Silwood. Died in Delhi. Dec 13 1930", is the exact inscription.

I have no idea whether there's any military connotation, or another specific title that goes with the individual, and whilst it has no link with my family I am just curious to find out. Thank you members.
