Queen Victoria regularly had winter holidays on the Cote d'Azur and often used the not very convincing aliases of the Duchess of Balmoral or the Duchess of Lancaster.
Being an Empress, she fits the other answers.

Edit: I meant to type Countess, not Duchess

6.3 is Bendigo, Victoria, formerly known as Sandhurst.

Still not convinced by Buenos Aires for 6.1 - Might it be a reference to "Ben's Zoo" at Dartmoor Wildlife Park (http://www.benjaminmee.com/bens-story) which did have pumas in cages?   

Mike - Queen Victoria might fit but I want to look into this a bit more... ???

Sorry - "Duchess" was a mistype on my part. I meant to say that she used the aliases Countess of Balmoral  and Countess of Lancaster
