Does anyone have info on Sir John Mann as in memorial park in Carnwath please?

There are some papers of Sir John Mann in the National Archives which may shed info

... the ground was renamed the Sir John Mann park. In a tribute, Sir Patrick Dollan said that Sir John. a former convener of Lanark County Council. had been the outstanding municlpal statesman of Scotland for 30 years

Sir Patrick Dollan - I remember swimming in the Dollan Baths at East Kilbride .
