Help identifying this uniform please

I am trying to identify this photo which I have inherited.  One possibility is that he could be my grandmother's brother Arthur Wilkins who was born in 1887.  Unfortunately I don't know anything about military uniforms.  I know Arthur was in the Navy.  Does anyone know if this is a naval uniform?

No, it's a Chief Petty Officer. Cuff Buttons do not feature on Petty Officer uniforms.
Smith - Sileby + Coleorton, Leicestershire.
Chamberlain - Sileby, Leicestershire.
Heath - Coleorton, Thringstone + Coalville, Leicestershire.

Thanks Ians1900.  I have just found some details on Ancestry about Arthur Wilkins' Navy record so hopefully they might help me further.
