Where did you get his details from?

There is an 1861 entry for a John Chew b Bath wife Elizabeth both shown as aged 40. 

In 1851 they are both 39🙄🙄

Carole, I am not sure, but suspect this might be John Chew, the convict sent to Tasmania in 1848.

Father- John, Mother - Amelia are given on one of his records. Native place - Bath.
John was 21 when convicted in Oct 1846 in "Marlboro".

On the English Prison hulk register, John Chew’s father is named as John Hibbert Whitemarsh parish Bath. John Chew’s age in 1846 was 19 (ie born abt 1827)

When Jesse (alias John) Chew committed his first offence in Oct 1844, he was 17 (ie born abt 1827)

I can see NO mention of the name "William" associated with the convict John Chew.

There is a John Hibbert born abt 1806.
In 1851 census he is in Bath, a hairdresser.
In 1861, 1871 & 1881 he is still a hairdresser in Bath, still unmarried.
He died in 1885. There is probate Calendar entry for him.

Given the father's occupation (hairdresser) on the baptism found, it is possible that the mother was Millicent Chew, unmarried.
As there are no other children for this couple and no marriage found for them, I think the child was illegitimate.

In 1851 she is 49, unmarried, a servant, visiting Eliza Gould (23) in Bath, St James
Millicent died age 56 on 16th Nov 1858. Abode Back Street, James’ parish, Bath.
