That's him.  I know he was living in Devizes in the 1939 Register but I am trying to find out if he had moved to Somerset in 1940.

Wouldn't it been logical to tell everyone in your Intial Post that you already had the 1939 Register in your Possession
To save  others wasting  their time
The Register was Completed in September 1939
when the Council would have normally made up a List of Voters
who would qualify to Vote the following May 1940 in that parish.
As Rosie99 advised you originally
there there few Voters List made up throughout the War
And Somerset per Ancestry Records
shows Somerset is one of those Counties that didn't make up any Voters Lists during the War
If as you think he moved to another Parish in 1940
He wouldn't have been eligible to Vote in that new Parish
 and there are No Records Anywhere to confirm that he even moved after the 1939 Register in September 1939
