What does RD name = "Minor Records" mean for a Birth Record

Hi,
        I am researching my family tree PLEWS.

       I have come across a Birth Registration in SP for a family member (assume living) born in 1986.    The Ref displays as MIN / 277 and the RD name displays as 'Minor Records'. What does this mean?

       Both parents were in their early 30's and married in Scotland well before this birth.
