Mystery Couple From Mystery Country

Looking at the clothing, where might they be from?
What are they holding?
Any suggestions on how to bring out the letters on the sign the man may be holding?

A 20x16" Sketch-over enlargement purchased from Nashville, TN (USA)

The man's outfit does not seem to be from the US (a skirt?)
Perhaps it's just an elderly man with a blanket over his trousers to keep warm
Perhaps the woman is holding a stack of paper napkins for a party
$1.98 balance written on the back means enlargement was probably done in the US

I think the man's sign says Charles Ironclad, i do know there were a type of shipscalled ironclads in the 1800s which were used during the American Civil War but that may be a red herring.

The lady is holding a book, possibly a bible. Her thumb appears to be keeping a pair of pince-nez spectacles on its surface.
